They might not be feeling comfortable in that current environment, which delays them from doing their business. So, standing still and letting them sniff the area can lead to them finally going to the bathroom.
“When they do finally go, use a phrase (I use ‘Hurry up’) and make a big deal about how good they are,” suggested @farmerfrance. The creator agreed with this suggestion! That could help them go faster in the future instead of sniffing around for hours.
