10-year plan addresses housing crisis in New Orleans
NEW ORLEANS (WGNO) — After collaborating with local leaders and residents, the City of New Orleans has announced a 10-year plan to address the housing crisis.
City officials said the Housing Ecosystem Plan was created by gathering feedback from residents, stakeholders, affordable housing developers, policymakers and local elected officials official to create “actionable steps the public sector housing agencies should take to improve the City’s affordable housing landscape.”

City leaders said the plan brought forward three recommendations including reforming land use and zoning to support new housing development, invest in affordability and strengthen the housing economy.
They said 43 strategies were outlined in the plan, with three “urgent” ones including the adoption of the Housing Trust Fund proposition on the Nov. 5 ballot, an increase in public input on potential policy changes and to establish a “coordinated annual funding cycle across the Housing Ecosystem partners.”
“The status quo is inadequate to address New Orleans’ housing affordability crisis, and the Housing Ecosystem Plan outlines steps to address our city’s urgent housing needs,” said Louisiana Fair Housing Action Center Director of Policy and Communications Monique Blossom.

City leaders also noted that the plan details steps agencies including the City’s Office of Community Development, the Mayor’s Office of Community Assets and Investment, the Housing Authority of New Orleans, the New Orleans Redevelopment Authority and Finance New Orleans should take.
According to the city, Thomas Consulting Group and HR&A developed the plan based on feedback from stakeholders.
While developing the plan, focus group sessions were held, and New Orleans City Council members were able to meet with consultants.

In addition to focus groups and meetings with city council members, OCAI conducted a survey to gather the community’s opinion on housing in the city.
“We believe this 10-year plan can provide a blueprint for New Orleans’ housing future for this administration and beyond. As stated in the plan, we need to increase local funding for affordable housing, we need to reduce regulatory barriers to affordable housing, we need to better leverage public land for affordable housing, and we need to increase coordination among public and private sector actors to make safe, healthy and affordable housing available to all New Orleanians,” said OCAI Director Tyler Russell.
