Developers discuss future of abandoned Bywater naval base
NEW ORLEANS (WGNO) — Big plans are in the works for the abandoned Bywater naval base as developers with EMDRC Partners are working to change the property into an economic hub for the city.
“When you have developers from New Orleans or are from the immediate area, you have a much better chance to get something that is cohesive with the neighborhood and the needs of the residents. I think that’s what’s been missing for a long time,” said Bywater resident Rhonda Findley.

At a Monday meeting, the developers shared that a multi-phase project is being planned, and phase one is expected to cost around $168 million in state and federal funding.
With this money, they plan to add 294 units of affordable apartments to the property, along with 37,000 square feet of retail space and a significant amount of green space.
“What’s going to come out of this is a unified focus in effort to get the project moving. It is probably one of the largest projects in the city. So, we think it will do a lot for the city as a whole but for the immediate neighborhood for sure,” said project developer Shawn Barney.
One source of concern many residents saw was the potential handling of traffic around the area moving forward.

“There are some traffic issues now, but those will intensify once the construction starts. Streets will be closed, and traffic will be re-routed. So, that’s a major point of concern,” said New Orleans Councilman Freddie King.
However, many residents seem to be satisfied with the current plan and are eager to see the completed project.
“We will be really excited and happy when it’s done,” said Neighbors First for Bywater President Dr. Julie Jones.
