Louisiana lawmakers question DOTD about systemic issues
BATON ROUGE, La. (BRPROUD) — Louisiana Department of Transportation and Development Secretary Joe Donahue was questioned by lawmakers during a Wednesday oversight hearing with the House Committee on Transportation.
An update was given on Louisiana infrastructure projects after DOTD received $400 million as part of the budget during the regular session. Lawmakers also questioned the agency “about systemic problems they hear about from constituents and inefficiencies within the agency,” according to a news release.
“One thing we know about DOTD is that it doesn’t work in its current form. That must
change,” said Vice Chair State Rep. Bryan Fontenot (R-Thibodaux).
An internal review of DOTD is being conducted by the Boston Consulting Group. They are “searching for organizational challenges and ineffective practices within the agency which employs 4,200 staff,” according to a news release. The results of that review are expected to be done by the end of the year.
“Today was a good start to see how we’re executing the plan we set forth in the budget
passed in June,” said Transportation Chair State Rep. Ryan Bourriaque (R-Cameron). “Citizens are
expecting major reforms at DOTD and oversight by this committee is necessary to see
how that effort is taking shape.”

Legislators in the Louisiana House and Senate were sent a questionnaire by DOTD on Monday, July 1. They were asked to give “their input on future transportation needs, investments, and
establishing a vision for policy decisions by 2025,” according to the news release.
A follow-up hearing in front of the House Committee on Transportation is planned for August.
