Lubbock voters pass $200 million road bond in general election

Lubbock voters have passed a $200 million road bond package, according to final but unofficial results from Tuesday's election.

Returns show the bond passing with 67.5% voting for Proposition A and 32.5% voting against. In total, 60,688 ballots were cast on the proposition.

"Thank you voters for trusting us to keep Lubbock growing safe & strong!" Lubbock Mayor Tray Payne said in a tweet Tuesday night.

This newly adopted bond package includes 17 street overhauls or expansions in the city, including two neighborhood projects — reconstruction of several streets in the Dunbar-Manhattan Heights neighborhood deemed to be in very poor condition, and paving of unpaved streets in City Council districts one and two focusing on high-density residential areas. The projects equate to about 22 miles of roads.

The $200 million bond will cost the average homeowner about $16 annually, according to supporters.

This comes about a year after Lubbock voters rejected a similar, $174.5 million bond package last fall. The failed bond election had included nearly $40 million for a large overhaul of Broadway, which drew most of the negative public feedback ahead of last year's election.

A citizens advisory committee was appointed in June to make a recommendation to the City Council on how to move forward with street repairs after the failed bond initiative last November. The council followed the committee's recommendation to present a single $200 million proposition, notably removing any funding for work on Broadway.

Besides the two neighborhood projects, road expansions on the bond listed in the city's priority order are:

  • 34th St. from Ave. Q to I-27 (Reconstruction of this section is ongoing; the bond would fund additional “back-of-curb” improvements)

  • 82nd St. from I-27 to MLK Jr. Blvd.

  • MLK Blvd. from 74th St. to 82nd St.

  • 34th St. from Quaker Ave. to Slide Rd. (Reconstruction of this section is ongoing; the bond would fund additional “back-of-curb” improvements)

  • 146th St. from Quaker Ave. to Indiana Ave.

  • 114th St. from Indiana Ave. to University Ave.

  • 98th St. from Alcove Ave. to Upland Ave.*

  • Upland Ave. from 34th St. to 50th St.*

  • 66th St. from Alcove Ave. to Upland Ave.*

  • 114th St. from Frankford Ave. to Slide Rd.

  • Upland Ave. from 50th St. to 66th St.

  • Upland Ave. from 4th St. to 19th St.*

  • Milwaukee Ave. from 4th St. to the north city limits*

  • Upland Ave. from 34th St. to 19th St.

  • 34th St. from Milwaukee Ave. to Upland Ave.

*An asterisk indicates the project is adjacent to a school.

The city is legally bound to only complete those projects listed. If funds are left over after all of those projects are listed, the city is required to use the money for similar projects.
