Man caught whipping dog on camera sought by Portland police

Editor’s Note: The following story shares details of animal abuse and a police video that may be disturbing for some readers.

PORTLAND, Ore. (KOIN) — Portland police are trying to identify and locate a man suspected of abusing a dog after surveillance video showed him whipping the animal repeatedly with a leash in an elevator.

The video, released publicly by the Portland Police Bureau on YouTube, was taken on Aug. 2 in a Northeast Portland apartment building.

The video shows an unknown man whipping a black-coated dog. At one point, another person enters the elevator, and the man appears to stop but resumes after the person leaves. The video also shows the man raising a heavy rope above his head with both hands before once again striking the dog.

The footage was taken from an apartment building near 500 NE Holladay Street. Police gave descriptions of additional instances of abuse not seen in the publicly released footage — including that the man allegedly hung the dog from a fire extinguisher and repeatedly kicked it.

“A person who is willing to do this to a helpless animal, we have significant concerns about what they may be capable of doing to another animal or person,” Portland Police Bureau Sergeant Matt Johnson told KOIN 6 News.

The man seen in the video is described as Caucasian, about 6’0″ and 175 pounds. Police said he’s known to congregate at businesses near the intersection of Northeast Grand Avenue and Northeast Holladay Street.
