More details on missing Elijah Vue as mother & her boyfriend make court appearance, chronic neglect charge added
MANITOWOC, Wis. (WFRV) – The mother, as well as her boyfriend, of the missing Two Rivers 3-year-old Elijah Vue, had a preliminary hearing in Manitowoc County on Thursday morning, and an additional felony charge has been added for Katrina Baur.
Local 5 had a reporter at the Manitowoc County Courthouse for Katrina Baur’s and Jesse Vang’s preliminary hearings on March 7, which have now both been adjourned to March 14 at 11 a.m. due to additional findings.
Court records show that Baur now faces an additional charge of Chronic Neglect of a Child – Party to a Crime and that her motion for a bond reduction was denied.
Manitowoc County District Attorney Jacalyn LaBre noted during Thursday’s court appearance that Baur and Vang ‘traveled around the city’ without Elijah on February 20, the day that Elijah was reported missing. It was not reported what time this happened or what vehicle they were in.
“She has contacts in other states that may be willing to assist her depending on the story she is telling. Her story always depends on her audience,” District Attorney LaBre said in court. “At this time, rather than aligning with locating her son, she feels the need to reiterate what a good guy Jesse is and is fully defending him and his actions.”
District Attorney LaBre also read a statement from Katrina’s mother, who wanted their bond to be denied. The statement also noted that her and Katrina’s relationship was severed in October 2022 and that Katrina ‘faked an abduction’ and ended up in Wisconsin.
The statement from Katrina’s mother also reported that her daughter has erratic behavior and that she suffered a traumatic brain injury in 2015.
Baur’s representation stated that she is ‘very emotional’ due to not knowing where her son is.

According to Jesse Vang’s court records, the Public Defender’s Office has not found an attorney to represent him at this time.
Search efforts continue throughout Wisconsin for Elijah, with the FBI, DCI, and DNR all assisting in searching rural areas of Manitowoc County.
On March 4, officers with the Two Rivers Police Department revealed a vehicle of interest and asked the public to check any surveillance cameras captured on February 19, 2024, between the hours of 2:00 – 9:00 p.m.
The vehicle of interest, which is currently in law enforcement’s possession, is described as a 1997, four-door Nissan Altima, beige in color, bearing a Wisconsin license plate beginning with A and ending with 0.
Officers also clarified that Jesse Vang and Katrina Baur are not the vehicle owners.
