New Orleans’ Carnival Legislative Committee meets to discuss Mardi Gras 2025

NEW ORLEANS (WGNO) — The Carnival Legislative Committee approved several proposals during a meeting on Tuesday, June 25, that could have an impact on Mardi Gras next year.

The committee is made up of Councilmember-at-large JP Morrell, Councilmember for District A Joseph Giarusso, Councilmember for District B Lesli Harris, New Orleans Police Department Superintendent Anne Kirkpatrick, New Orleans Fire Department Ray Casey and Mayor’s Mardi Gras Committee members James Reiss and Elroy James.

Committee members considered the following agenda items:

  • Require hip tags, certifications and vaccinations for horses participating in carnival parade.

  • Prohibit from parade route horses not participating in carnival parade.

  • Prohibit all confetti canons.

  • Prohibit upholstered furniture, open flames, generators, enclosures and portable toilets.

  • Expand the definition of marching band.

  • Require parading carnival organizations to submit parade lineup forms to additional agencies.

Each item passed the committee and will now head to the full council for a reading of the ordinances and a vote.

Additionally, they discussed the schedule of parade dates.
