Truck driver sentenced in 2023 fatal Marrero crash involving a bicyclist
MARRERO, La. (WGNO) — A Lake Charles truck driver was sentenced after pleading guilty in a 2023 fatal crash investigation that involved a bicyclist in Marrero.
The Office of District Attorney Paul Connick Jr. reported that 29-year-old Philemon Lyons-Feemster pled guilty to negligent homicide on Monday, Aug. 26.
On April 4, 2023, court documents state that 32-year-old Pedro Manzuela-Villa entered a sharp S-curve on River Road in Marrero while riding his bicycle.

While entering the curve, a tanker trailer driven by Lyons-Feemster reportedly tried to pass the bicycle in a no-passing zone before hitting Manzuela-Villa, causing him to fall under the trailer’s back wheels.
He was pronounced dead at the scene.
The district attorney’s office reported that Lyons-Feemster was initially given a citation from the Louisiana State Police for a traffic violation that “limits when motorists can pass bicyclists. ”

According to court documents, video from Lyons-Feemster’s vehicle and phone records reportedly showed he was taking a phone call at the time of the crash and knew there was a cyclist in front of him.
Connick said Lyons-Feemster was charged with negligent homicide after the district attorney’s office reviewed the case.
On Monday, Lyons-Feemster pleaded guilty and was sentenced to three years of active probation.
