Zachary man accused of distributing child porn arrested
BATON ROUGE, La. (BRPROUD) — A Zachary man was arrested after being accused of distributing child pornography.
Matthew Duncan, 41, was arrested on charges of pornography involving children under the age of 13.
According to an affidavit, on July 12, agents with the Louisiana Bureau of Investigations began looking into a tip from the National Center for Missing and Exploited Children (NCMEC) about possible distribution of child sexual abuse material.
The report came from an electronic service provider, Kik, and was dated June 28. The report revealed the screen name “Matt Duncan”, according to the affidavit. In the report, agents learned seven files were shared with another Kik user. Six of the files included inappropriate photos of female juveniles, according to the affidavit.

Two IP addresses were used to upload the child sexual abuse material. One of the IP addresses was connected to Cox Communications and the other was connected to Verizon Wireless. The Cox IP address was geotagged in the Zachary area.
The affidavit reports that a subpoena and an emergency request from Cox Communications were requested and approved. The information from Cox Communications helped agents discover the account and IP address were connected to Duncan.
Duncan was arrested and booked into the East Baton Rouge Parish Prison.
